New Gears of War revealed

The guys over at Game Informer have teased a new game in the Gears of War series, by unveiling the cover for their July issue.
The image shows a shrouded man in chains surrounded by COG soldiers with a city in flame behind. Sadly, no details on the game were revealed in the article, so we’ll just have to wait to have our questions answered during Microsoft’s E3 press conference. What city is being destroyed in the background? Who and why is this man in chains?
